*영주댐 수몰지역에서 띄우는 영상 편지 01*

‘우리가 강이 되어 주자’에서 영주댐 수몰 지역으로 들어 온지 한 달이 지났습니다. 지난 3년 동안 낙동강과 내성천 하류 쪽에서 주로 머물었던 터라 눈 돌릴 틈 없이 빠르게 공사가 진행되고 있는 현장에 들어와 보니 마음 내릴 곳을 찾기가 쉽지 않았습니다.

영주댐 건설은 크게 몇 가지 면에서 문제가 있습니다. 첫째는 댐 건설로 인하여 수몰되는 지역에서 일어나는 일과, 댐건설로 하류에 일어나는 변화, 두 번째는 자연을 파괴하는 방향으로 진행되고 있는 국책사업과 이익을 위해 국토에 빨대를 꽂고 있는 기업, 그리고 현장에 걸려있는 현수막 문구와 별 다를바 없이 관념적으로 자연을 바라보는 우리의 시각입니다.

그동안 이러한 문제는 여러 차례 제기 되었던 바이지만 답을 찾기는 용이하지 않습니다. 답이 없을 때… 가장 좋은 답은 질문 자체가 아닐까하는 생각이 듭니다. 질문이라는 관점에서, 오늘 부터 100일 동안 이곳에서 일어나는 상황을 매일 한편씩 동영상으로 만들어 올려 보려합니다.

영주댐 공사의 공정률은 아직 절반에도 미치지 못하고 있고, 현제 나타나고 있는 현상 역시 앞으로 일어날 일의 아주 적은 변화에 불과 할 뿐임을 생각 할 때, 이곳에서 일어나는 상황과 변화를 기록하고 전달하는 일이 중요하다는 생각 때문입니다.

영상은 조금씩 다른 주제로, 10여개의 테마를 염두에 두고, 수몰민들과 수몰 지구에서 일어나는 일들, 영주댐과 삼성, 영주댐 하류에서 일어나는 변화, 내성천의 아름다움, 주변의 지형 지질, 문화, 생태. 텐트학교, 그리고 수몰 지구에 들어와 있는 자질구레한 일상의 이야기들로 꾸려 가려합니다.

매회의 영상은 내성천 홈페이지(www.naeseong.org) 메인에 올려놓도록 하겠지만 눈동냥으로 배운 영상작업이라 섬세한 작업은 엄두를 못 내서…. 그런저런 불안을 안고 시작합니다.

비록 지금은 소수가 이야기를 진행 시키고 있지만 내성천이 다시 우리에게 돌아 올 날을 위해 함께 회향 해 나갔으면 좋겠습니다.

Video letter from Naeseong river 01

Hi , We wanted to update what happend you visited the river.

It’s been a month since that we moved to Youngju Dam construction site, where will be submerged 2014.

We’ve been focusing on the down stream of the Naeseong River. At the last March we stopped damming of down stream of the Naeseong. This is a very good news. But the construction at upper stream of Naeseong is very fast, so we are worried that how should we deal with this.

There are some big problems of the damming of Naesong River. The first, Submerging of sandy Naeseong river is the biggest problem. Because, that is the only one un touched river in this country. The river is full of highly endangered animals and plants including a ‘Black Headed Stork’. The Samsung company is cutting trees all over the riversides at the moment. The changes of the down stream is very serious, the sand of the river is vanishing very fast since the construction begun.

The second, This national project, towards to destroying the nature not protecting. That is ‘National’ project but not for the public value. Also the construction company Smasung is just interested in making money, never care about the public values. The both ignoring voice for the public ethics.

For the last, our idealogical view about the nature.

We raised a hare several times but finding a solution it is not that easy. I guess when you can’t find the solution the best way is the ‘questioning’ itself.

Young Ju dam construction destroyed a lot of Naeseong River’s nature already but this is only the beginning. We’ll upload everyday of places will be submerged and story of the people who want to protect this beautiful river. This will be a very meaningful recording and a resistance too.
